The Ministry of Education and Vocational Training and the Ministry of Higher Education and Research have signed a framework agreement that lays the foundations for long-term cooperation. The aim of the agreement is to improve the structure of students’ education, from primary school through to university.
The agreement was initialled by the Ministers of National Education, Moustapha Mahamoud Mohamed, and Higher Education, Nabil Mohamed Ahmed, at a ceremony held at the Excellence school.

The partnership, described as ‘historic’ by many education experts, lays the foundations for a joint roadmap focusing on key issues such as the professional development of teachers, the link between teaching and research, better structuring of curricula, and the promotion of the Classes Préparatoires aux Grandes Ecoles, which are still little recognised but have great potential.
Minister Moustapha Mohamed Mahamoud, who spoke first, stressed the importance of this initiative. This text,‘ he said, ’is a real tool. It will enable us to eliminate the inconsistencies that still hold back our young people”. He stressed the need for a clear and continuous pathway, from primary school through to higher education, with one watchword: excellence.
Dr Nabil Mohamed Ahmed, for his part, used a meaningful metaphor: ‘This agreement is a bit like our marriage certificate’, he quipped, underlining the trust and complementarity between the two ministries. For him, this collaboration goes without saying, as it responds to a shared need.
Through this agreement, the two ministries are clearly affirming their determination to overcome the barriers that still separate the various levels of the education system. This ambition will be reflected not only in greater coordination between the various players, but also in the sharing of best practice, the development of joint projects and the introduction of joint training courses.
The objective is therefore clear. The aim is to follow each student’s progress continuously, without any breaks or loss of reference points. The aim of this synergy is to build a clearer, more efficient system, capable of meeting the real needs of learners.
